SHOULD IT BE TIGHT??

I am in the process of changing my belt on my spree AGAIN. and i noticed that the FRONT PULLY IS LOOSE...
the gear is wiggley? IS THIS NORMAL NORMAL??
There is no washer and the NUT IS CAPPED I LOOKED IN MY MANUAL AND THE NUT SHOWN is OPEN not capped like mine....?

SHOULD I REPLACE THE CAPPED NUT ...

I DON'T HAVE 30 BUCKS FOR A BELT RIGHT NOW, ( BARLEY HAVE 6 FOR THE AUTO BELT.)
SO IT WILL HAVE TO WAIT TILL THE NOVEMBER 1st.

I recently acquired a "dead" 1984/85? Spree online and thanks to this site i was able to get it running again (Cleaned Carb And New battery)
WELL, i was out cruising and i heard a "snap", walked home and belt was destroyed.

What SIZE belt do i need to buy?
Where to purchase?
