1986 Spree Carb. assembly

I was wondering if it makes any difference where you line up the holes in the brass tube under the jet in the carb. I took it all apart and cleaned it and blew everything out with air hose and this tube blew out. It is about 1 inch long with all these tiny holes in it...........there two sides ...
