Thank you all for your help. Turns out the old CDI unit was faulty and unable to send the kill so with a new one purchased, I was able to turn the scooter off via ignition switch and killswitch.

Ok my problem still persists. Is it possible for CDI unit to start the scooter and keep it running but fail to kill the motor when I flip the killswitch or turn the key off?

Ok so can anyone tell me how the whole engine kill works from the killswitch or ignition key turned to the engine being turned off, where the electricity flows?

I have studied the wiring diagram. It does not designate where the green groundwire grounds to. Does the ground wire ground to the frame or someplace else?

I checked continuity between both the killswitch and ignition switch and both worked fine. There is also continuity from the killwire and groundwire from the front to the cdi unit. What else could be keeping the killswitch and ignition switch from killing the motor? Also the service manual does not ...
