Who is a good vendor to buy these parts from?

Im a newbie here and am just looking for some guidance on performance parts/mods/recipes. This scooter only has 200 miles but has been sitting for 15 plus years. Any help would be appreciated as far as what and who from to purchase. My goal is to have a dependable scooter with some power.
