What you describe is a rich condition, when the cylinder is getting too much fuel. This is not unusual with a carb/choke set up at a cold start. If it doesn't do it when it is warmed up then it should be ok.

It is well known that the bystarters are a weak link on these carbs. I would bet 90% of the issues on starting with good spark are related to the bystarter. The other 10% is Jason's pet peeve of people thinking they have cleaned the carb when they haven't cleaned every hole. :lol:

Can you read the numbers on the side or bottom of the jets? Are you sure they are 65's. If the jet has any burrs inside from trying to clean it that will effect it. Also the older a jet gets, dirt particles will start to widen the hole just slightly enough to cause it to go rich.
