Dead Battery?
This is usually a dead battery. There may be enough juice to close the relay but not enough to turn the crank.

I just de-rusted my tank with a product called Evapo-Rust . You can purchase it online or at most Autozone stores. It works real well and can be reused. When you are done using it in your tank pour it through a coffee filter back into the container to save it for future. Be sure to use a ...

Yes, the normal DMV requirement to be classified as a Moped in most states is that they are 2hp or less, under 50cc, and maximum speed is 30mph.
