With the Y-throttle cable.... you should be okay. I have the same scooter/sa50p.. mine is a 2001. That photo of the muffler/exhaust looks like someone did a sloopy job.... I used a Dremel with an aggressive bit and cleaned up the hole. That helped a bunch. Just a note.... This is my first scooter ...
