pretty sure its not an iowa model.

if the belat was slipping wouldnt it just rev up and not go any wheres, mine just sorta boggs down and then right around 15mph the rpm's pick up and i start going faster.

i also did a compression test and i got a reading of 120. and the engine has 6k on it....i will do the plug chop and see what i get.....thanks
