Make sure that the exhaust system is clear. Check the port at the head,

Well I was right about one thing, it was something simple. After I rode the scoot the last time it sat for about 5 days. In that 5 days some bees (KILLER BEEZ!!) made a mud nest in the little tiny tail pipe on the end of the muffler. So of course it would start for 2 seconds and build up back ...

you might try jumping it with a car battery. don't use battery charger. car battery will turn it over a lot faster and maybe better spark. your spree battery may not be up to spec.

Throttle valve setting?

I'm still working on this 86 spree trying to get it to run. I cleaned the carb and checked everything by the manual and it still doesn't run right.
It will start and hit about ten times and quit. Take out the plug and its wet.
The manual says the throttle may be open to far. I forgot to write down ...

maybe take the screen out (I know it's clean but) put the valve back on, take the cap off the tank and redo the test. if you still got a problem with the valve I think you better start looking for a good valve. I have to assume you got lots of gas in the tank for this test.

maybe take both lines off the valve. put gas in the tank. put a line from the fuel outlet in a gas can. hookup your vacuum tester to the valve and do a series of on and off checks to see how this valve is preforming.
I think noiseguy is onto something here.

I suppose you have checked the screen in the bottom of the tank?
If not go there. otherwise see if there is good vacuum at the vacuum hose where it plugs onto the gas valve. like make sure there is some gas in the carb and start the engine while you have a gauge on the line. don't know how much is ...

I wonder how the diaphram will hold up being soaked in mineral spirits? thats pretty powerful stuff. If the diaphram has a very small crack in it the valve will work under higher vacuum. but under a lower vacuum it will fail.
so if there is a tiny crack in the diaphram it will work but not ...

the petcock valve is on the bottom front of the gas tank.
