fuel valve etc
The fuel valve can leak into the intake or run full flow, both of which can cause problems. There is an overflow on the carb as well as a screw to drain the bowl, they are separate.

Jetting
Jetting isn't trying to adjust for engine temp, however that can change with jetting. Jetting instead is ensuring that there are 14 parts air to 1 part fuel as best you can, carbs are not perfect. Fuel Valve
It's the fuel valve. I have had some that work with a free flowing fuel valve, but they always start pouring out the overflow at random times. I have changed the fuel valve and the leaking carbs no longer leak out the overflow.

My bad, the emulsion tube is the one that the main jet screws into. Sorry for the bad terminology.

once all of those tubes are out, just make sure air flows well throughout the body in all holes, there are three on the air intake side that meet up with fuel, make sure it flows free.

Carb Care
Be extremely careful when pulling the emulsion tube out (brass idle tube). If it is clogged you can soak it in a coke bottle for a while (day or more), then use a sewing needle if you need to poke out the varnish that is left. You will want to soak it again after that b/c it will not be open totally ...
