Pull the speedometer cable at the front hub - it's the easiest, and check for a broken cable. Or pull the top plastic, and check at the speedometer.

Greetings:

Suggest you begin by blocking up the front wheel so it can be spun. Remove thr cable end from the hub and give the front tire a spin. The rectangular cable socket should rotate slowly.
If not, the hub drive may be stripped and the cheapest fix is a new used brake panel.

Pull on the cable core, it should slide out. Did I mention rubber gloves? This particular grease stains pretty much permanently, so don't work over your priceless Persian rug.
The cable should be qiite long - enough to reach the cluster. Its other end should look like the hub end7n smooth and uniform.
If it's obviously too short, or the end is jagged, a new core from the same model should be installed after you remove the other end from the speedometer.
You should be able to see the needle jump a little when you spin the end of the replacement cable.
If not, the speedometer itself may have failed, but that's rare. After all, I's a Honda.
