I've been trying to address a no top end power problem on my Spree for several years. I bought the scoot for my wife to ride to the neighborhood pool so there has been no real urgency to find a solution. The Spree would start, idle but you had to give it a little push to get it going unless you were headed down hill. So I tried the common fixes such as cleaning the card, new gas, new plug, new filter, new belt but it would still begin to loose power at the slightest incline. It was acting like it wasn't getting enough fuel. I even purchased a brand new factory Honda carburetor and still the same problem.
I'm no stranger to two stroke engines so I started messing around with the jetting and after installing a 75 things started getting better - except the idle was terrible and it would stall every time you stopped. I raised the needle to the bottom notch and the low rpm range began getting better. I finally ended up putting a washer under the bottom notch, which means it would be at the 5th notch from the top if there were 5 notches. It runs great now So the only problem my little Spree had was that it couldn't get enough fuel from any baseline setting.

Sounds more like a partially plugged exhaust to me.
Something is real wrong if changing the main jet effected idle, since the main is not flowing any fuel at idle.

Thought about that too so I baked the exhaust and no improvement. Then I drilled the baffles and there was still no improvement. My experience has been that changing a main jet and even changing the needle position can impact idle as well as the entire throttle range. I've owned four two-stroke dirt bikes and messed with the jetting on all of them trying to get them to run perfectly. Small tweaks won't effect other throttle positions but there does come a line that you cross when changing one component means you have to change another - usually in the opposite direction. Interestingly. three of the five two-strokes I owned did not run well with recommended jetting.

Not true and not possible since they are not flowing any fuel at all hence can not effect idle..

Glad to know that persistance has it's eventual reward, but......still questioning why proper fueling could not be achieved with as you say, any baseline settings................. ....there has to be a cause.............. ...

I agree with this assessment.
