You already suggested this to him. I also followed this thread and checked my reeds and compared it to the wiki pics showing good vs bad reeds.

Starting fluid is a no-no in two strokes. Use premix as a primer for two reasons, first the ether washes the lubricating oil off the cylinder walls and if the stuff explodes in the crankcase, you will not have any reeds left. Besides that if you use premix it tells you the engine WILL run on gas. I suspect your carb is still screwed. Priming with premix will confirm this.

After a battery warranty return and a spray bottle of premix I'm back at square one. I can spray the premix in the carb and it will fire right up with the throttle cranked a bit. (with the airbox on)
I can open the throttle and release the brake and it will run perfect. I can hop on the sucker and cruise down the street.
The second I come off the throttle it will die and not start up on its own but spraying premix in the carb starts the whole cycle over again.
Next step is to take off the carb. Take a picture of the bystarter hot/cold... Take a picture of the reeds (they looked fine last I checked.)
It's me against this d*** scooter and I will not go down without a sledgehammer.

Your idle circuit is plugged. Clean the carb again.

I have a question. There is a tube in the center of the float which leads to a pinhole opening inside the carb. If this was blocked would it cause my scooter's symptoms?

The little one to the left of the large cast one with the main jet screwed into it.

Are you talking about the emulsion tube thing? If it is clogged, you should clean it. You can push it out from the top opening (where the throttle cable goes in) with something wooden or plastic, don't use anything metal.

No, the pin * of light is in the idle circuit, the emulsion tube is in the main jet circuit under the main jet. I'm talking about the copper tube to the left of the main jet tube (in the picture). Should this be directly opened to the tiny hole inside the carb? If so, mine is clogged. Must be the big problem that's been happening since 2003!

So it's not a straight shot then from the idle circuit (the copper tube we're talking about right) to the pin hole in the throttle bore?
What can I clear the idle circuit out with? I tried compressed air and it didn't work. The idle circuit copper tube fits perfectly over the rubber nozzle of the blower but nothing comes out.

The hole is very small hence air does show up well. Try using WD-40, Brakleen or spray carb cleaner. You have a better chance of seeing the fluid come out. Beside High air pressure tends to really jam dirt and crap in to the little holes, making things just that much harder to clear out.
