Go have a look at yahoo auction japan use google translator and have a look at what is up for sale there is some mad crazy bikes there just use chassis numbers in the search function to find what you want

No, Not EPA certified so technically illegal in the US.

50cc are excempt from EPA. It is the DOT you have to worry about. You can only import models 25 years or older.

Motor Vehicles produced for other countries have no DOT-approved Vehicle ID Number, so tricky to register. You can apply to State and US agencies to exempt a particular vehicle, but the red tape is abundant. Not worth it unless you just have to have a particular model. At one time there was a single lifetime exception per person. Not sure how/if Bush-era regulations changed that.

Nowadays NOTHING is exempt from EPA. Not even off-road bikes, boats or Weed-Whackers. For sure ALL road-going vehicle models are tested and approved (or not) before the manufacturer can get a VIN.

You can have just about anything shipped from japan that is at or below 30kg in weight and does not contain any combustible fluids. you may not be able to get an entire scooter without contract through an import company and oodles of money but the loop hole is you can start by buying the crankcases with all the gas and oil cleaned from them :D they are also funny about magnets so not sure about the flywheel or starter :P
