Really? Cause it gets to like 25, and then the gas cuts out. When it gets below that, it picks back up with pretty hard acceleration for a second, then it levels off again.

you have two rubb hose to the carb one for gass the other gose to the pet * ifthe pet * is messing up the spree run out of gas ..or if the flot is sticking it will runout of gas..
did you clean the carb??
is there frish gas in it?

I have the gas line and the vacuum line running to the carb. There is one rubber hose sticking off the back of the carb that is hanging unconnected over the crank case. Also, it looks like there is a connector for a line that comes off of the bowl of the carb.

Oh, and the carb and petcock were thoroughly cleaned.

There is one rubber hose sticking off the back of the carb that is hanging unconnected over the crank case. that is over flow if the carb gets its there to let the exter gas out
did you clean the carb??

Carb is clean. I drained all the fluids and put fresh gas and oil in it, as well as a new battery and spark plug.

the two lines take off the one from the carb put something under it if gas is running then let us no ...
keep the what ever you have to catch the gas there ..
then take off the hose that goes to the intake manifold and suck on it gas should come out the other hose when you stop sucking on it gas should stop..
do this and let us no what happen
