First, let me say that there has been NOTHING CLOSE TO THE QUALITY OF SUPPORT that this site offers. That alone adds worth to buying a Honda. I was hoping that the Kymco I bought really just needed a carb cleaning....
I have an 01 50cc 2t Cobra that I bought used and not running.
I replaced the autochoke as the needle was missing.
I replaced the spark plug and I am getting a healthy blue spark.
I replaced the starting coil as I was told by the Prior Owner this was needed.
I installed a working battery. (Off my spree) (Horn works, but the gauges - such as fuel - do not appear to move.)
I cleaned out the carb - once. (I will be doing it again after work today as well.)
I also installed a new fuel filter. And I can see fuel going to the carb each time I use the kick start.
Prob: No start
1) When I try to use the elec start, it just makes a clicking sound. Nothing else.
2) If I try to use the kick start, I get nothing. I do see gas moving
Background: When I transported the bike, it was laying at a 30 degree angle as I could not safely transport it standing straight up. Prior owner also said he replaced the rings. (Has alot of miles....)
Other than cleaning the carb again, I am unsure what to check for.
Any help would be greatly appreciated.

check starter, starter relay for the clicking sound.
check compression.
you can spary some pre-mix gas and kick it to start, if it start, clear your carb again.

Wood10214, Thank you for your help. After reading your post, I found a youtube video (http://www.youtube.com/watch?v=FSKQiO-Fyss) showing "testing" of a relay on a Kymco super 8 and the sound is exactly what i am experiencing. Does that in itself mean the issue is with the relay itself?
Unfortunately, I have failed to locate ANY manual (other than parts manual) for this scooter. Engine is an SF10AG.
So, I do not know how I can test either the relay or the starter other than parts swap.
Any suggestions?

1) what is the ratio I should mix it at?
2) I would remove the spark plug, spray and then install the plug again and try to kick start it?

if the starter relay makes a clicking noise then most likely the brushes in the starter are worn, take the starter off and use some jumper wires to test it. hot on hte little metal tab where it plugs up and hte ground anwhere on the frame of hte starter, if it doesnt spin as soon as you ground it or it is sluggish then you need to take it apart and clean it where the brushes connect with the main copper shaft with some fine grit sandpaper. usually with these starter the plastic housing that allows the brushes to move back and forth get worn and the brushes themselves where they make contact with the shaft. hope this helps

Thanks Mystic, that makes sense.
In either case though, I think I have issues in other places as the scoot doesnt start with the kick start as well.
So, I think I should first focus on getting it to start with the kick start. Then once that is working, I can work on the electric start.

understandable, you can take the lid off a coke bottle and fill it with gas then dip your plug in it and clean it good then dump the gas in the cap into the spark plug hole should be enough oil already in the motor, I have done this plenty of times without a problem and make sure your air filter is clean and oiled. if its not getting the right about of oxygen the gas wont be able to combust

Have you checked the compression?
Also make sure there is no kill switch engagement going on...

No, I didn't check compression yet. Hopefully I can tonight.
The markings on the kill switch are worn off. So, I tried starting it from both positions and neither worked.
It seems, I definitively need to do a compression test.
Someone suggested as long as it's over 100 psi, i should be ok.
If its not, then is it just the head gasket that may need to be replaced?

yes it cood be head gasket or a ring stuck to the piston or just wore out and need to do something like bore it out or get a new top end..
