you should have a registration either way. which acts as the title for a moped.

on your registration paper it has a section of transfer of ownership. which acts as transfer of title on a car. and this paper is supposed to be used to transfer ownership. in the case of a bill of sale, you still need to take the bill of sale to the DMV or secratary of state off ice in your case, and re register the bike under your name.

i have to find a vin num first. if its sposed to be welded on where the * is it. cause it dont look tike anything was ever welded in the spot i saw

I don't know for sure where it is on that bike, but generally its somewhere on the frane, either a sticker or stamped on it somewhere on the center bar of the frame. And also one on a plate welded to the frame that sits under one of the sideskirts, (I beliefe on the left side).
Your best bet is to locate your local dealer and call them to find out for sure where it is. That will save you some time of searching your frame.

You don't have to tell me that. I've seen my fair share of VINless bikes. I said it was stolen a long time ago.

So either you didn't really locate the vin plate and its still on there, or the vin plate really was taken off which still renders the bike unregisterable. But either way you contacted the (origional) owner of the bike and if there was ever a dispute about it, it could be easily worked out since you contacted him/her about it.
So once again CONGRATULATIONS! Now you're back to square one, having a "legal" or atleast semi legal. POS.

is the number that is engraved in the engin the same as the vin num? cause i found a large number engraven in the moter. looks like a vin but not sure

No that isn't the vin #. The vin number is gonna actually be on the frame itself. That's a serial number for the motor. Completely different.
