on your pipe i Google earth your town you live in a small town so this shood not be a big deal .. build a fire have some fun around it and at the end of the night .. throw it in it and let it roast on the coles of the fire till you get up .. pull it out of the coles and cool by it self (not put water in it to cool it down ) blow it out with a air hose and it will way a fue powns less paint with headder paint or hi temp paint .. and when you have the pipe off look in the ex port to see if it has a lot of carbon in it if so get ride of it ....
the mod you did you shood be doing about 35 at less now..
and do a compression test ..

Greetings:

OCD Wheelman re-reading:

The Pipe is a month old with 30 miles on it and has been "drilled out", but is the neck of the header pipe still throttled by that flow-limiting "P"-model washer? It surprises me nobody thunk of that before. No degree of Roller Round-liness will help your speed if your exhaust is breathing through that straw...

Sounds like Lean behavior. Check to see if'n it's sucking air somewhere or go bigger on the Main.

The "P" washer refers to the restriction built into the exhausts of some Moped-Legal models like the (?)SA50P. I'm not sure which models had this "feature" but check the header section of the exhaust. It should be open to the full diameter of the headpipe. If there's a washer-type affair welded in there, the exhaust flow rate is limited by the size of its hole. Grind it out until flush.

Greetings:

Sorry Dawg, just giving you some jazz.

If your compression is good, your pipe or the air filter or an air leak is your issuem

Make sure the header has no obstruction and replace the filter element if in doubt.

109 is low even for a stock 500 cc motor.

so when i drove it this morning and this evening i could only do about 1/4 throttle, anything more than that and it acted like it was going to cut off. could bad reeds be the issue?

Greetings:

Reed-related misbehavior is usually hard-to-start and poor low-end. Could be reeds, but seems unlikely and a real PITA to disassemble and gaskets, et. al.

Check for vacuum leak with an unlit propane torch. As the scooter idles, fumigate the gap between carb and manifold. Lift the carb up&down manually and listen for ANY change in idle speed as the flammables augment the mixture.

I agree with The Bear that 109 is lackluster at best. Is the air filter "Springy"?
