how tight should the drive belt be on the 87 spree? also, is there a tensioner or some way to tighten a lose belt?

It will tension itself. That back pulley should pull it tight. The back pulley has a spring that pushes the two pulley halves together and forces the pulley outward, this is what auto-tensions your belt. If your belt is loose, then you most likely need a new belt. Double check that your rear pulley is operating properly though too.
