Did you clean the emulsion tube under the main jet?

Both swimmingfree and Pete m make really good points, that emulsion tube if all junked up could cause weird issues. And the plug gap makes a difference on the the spree, 0.25 I what your are looking for the gap, the manual gives a range but 0.28 for the max gap is too big. What kind of shape is the filter in, it needs to oiled properly. And check the air box lid, if its not on there just tight enough or the gasket is missing or damaged you will also have the problems you are having. Get the the thing to idle and when reving it up put a finger partly over one of the intake holes on the air box and see if it will Rev up. That will richen it up a bit and I bet it will rev up. I'm guessing its the 65 jet and or an air box issue.

I will check the plug gap shortly. I filter is in good shape and I had oiled it and squeezed out the excess. The lid is intact but there is no rubber gasket.
On the stand the bike does rev up but under weight of rider it hesitates but not always. It seems it is on the edge of running well.

I will also make an airbox gasket today, as the original is missing. Sounds like this could be my problem.

I made a gasket for the airbox. I also noticed I did not have the lid on as tight as I could have before. One corner was a little raised so with the gasket and a good tightening of the lid I had a quick run and it was greatly improved. I made three passes on my block and got up to 29 mph. Only once was there some lagging but it lasted for a second and was gone. So I guess it was too much air getting in. Since I am running a #65 jet now I am guessing I am running still a bit lean.

The plug gap is 0.023 so it is a bit off. Will adjust tomorrow. The carb had been disconnected when I bought the bike. The oil delivery tube was well dry so I put a fuel mixture in the tank to begin with so the oil pump could have a chance to deliver oil. Tomorrow I will put straight gas in the tank. As it is now my plug is a little oil fouled.

That gap might work ok but the 0.25 is known to work. That was prob a good idea using premix in the tank to make sure the oil pump worked. Good call
if the oil in the oil tank is really old it may be a good idea to drain it and clean the screen and put fresh oil in the tank. With that hot a plug you prob won't have too much trouble with a fouled plug. If you have a can of choke/carb cleaner get the thing to idle and cover the side cover and any paint with tags and such and spray the connections in the air intake, where the rubber hose meets the carb and around the air box lid. If the idle slows you have a leak at that spot.

I had a flat on the back. I replaced the tube and adjusted the plug gap. I filled the tank with fresh gas. I took it for a test run. Still has a little bit of a lag upon initial acceleration. I took off from my drive up a steady moderate incline. It went right up to 29 mph on the speedometer. I know the speedometer is not correct but on the little Spree it sure feels fast. Even if the speedometer is off by a couple of miles I am impressed with the hill climbing speed.
