I got the goodies!
Parts store had 6 of the plugs and I bought em all.
Got oil for the engine, oil for the air filter, gas
additive to take care of any water in the tank.
I am going to use 1/2 teaspoon for a tank of gas.
3 tanks and that's it. I got the spark plug gap tool
for the .25 thousandth spark plug gap. Screws for
the air box, and even a stubby screwdriver to screw them in.
Plus, a small, single super bright led flashlight.

so,

I washed the air filter until it no longer would give off anything
except nice clean white foam.
I dried it and after awhile, I soaked it in motor oil literally pouring
the oil over it in my kitchen sink. Then I flopped it around in the
oil a few times and wrung it out 3 times.
I installed the fresh air filter and fastened the lid down with
the new screw that I bought. That stubby screwdriver came in handy.
The plug is gapped at .025 and installed nice and tight.
There is .6 gallons of fresh Chevron supreme unleaded in it
and half teaspoon of gas dryer in it. Air/fuel mixture screw turned out
1.78 turns. I filled the oil tank for the oil injector and fired it up.
Results: Still dies at anything past half throttle until around
15mph. Then if I hold it wide open, it will stay running
until 24mph, where it stays even downhill. Last year when
I rode it, 31mph was top speed. I pulled the air/fuel mix screw and
shot carb and choke cleaner in the hole while revving it.
I removed the air cleaner and revved it full throttle, then put my
hand over the air inlet until it almost killed it. Did that 6 times.
Revved it wide open and shot carb and choke cleaner in the intake
3 times. Put everything back together. Helped a tiny bit.
Now what? :(

Went to park it out back for the night and took it for another spin.
Was missing like ignition, so pulled over and unplugged bystarter.
miss stopped immediately. Rode a few more blocks and turned
carb screw in half a turn. Now it actually climbs hills. :)
Seems to be running better and better. 11:30pm, time for bed,
and I feel better. Sure, every spree should get the things I
bought for it today. But it is actually helping, and that it even better.
When I was a kid, I mowed lawns, and had lots of old lawnmowers.
Including a few lawnboy brand 2 strokes that were temperamental
and I was always reaching under the cowling and adjusting
the mix knob. But, I loved them, they cut so good, sounded so
cool, and were really light. I pushed my mowers all over town
mowing lawns. I forgot how 2 strokes are fussy.
But now I remember how much I love them.
Think about it, all honda spree's are supercharged because of the
crankcase. Unlike the wet sump 2 stroke diesels that need
a bolt on supercharger or turbocharger, our spree's have a
supercharger built in. Oh well, this old boy is going to bed.

I know everyone here thinks you are lean... but now I think you are rich.

With a half turn out on air mixture and I being just a dumb noob, think your bystater is stuck open in the retracted position... or your needle is up to high.

Would you do the following:
1. Test bystarter... couple of ways of doing this , but I live to apply 12v and verify movement. Pat likes to use a tube and do a vacuum test ... before and after run.
2. Verify the needle clip position.
3. Needle number.
4. Main number.
I'm more than happy to explain it to you. I'll even draw you a picture! But I can't understand it for you.

You have to do both tests to the by starter. Sure if you apply 12 volts and it moves out you may be good but... What if its .5mm or .25 mom to short on the way out, hard to tell by looking at it. That's why the manual has the vacuum test I describe so often. If I remember correctly the port should have no vacuum when cold and have vacuum when hot. Don't quote me on that read the manual. The vacuum test is great because its pretty non invasive except the air hose. And when trouble shooting you want to disturb as few components as possible as to not create another issue. A proper vacuum tester might be something you can borrow for free with a deposit from your local auto parts store. Although I have found that a baby aspirator bulb could do in a pinch. I doubt that's the issue as the idle screw tells the lean story, remember the idle air screw is just that an air metering screw... The exact opposite from the scews on mowers and snowblowers that meter the fuel to the pilot. On the spree carb you turn the screw in you send less air in to the port of the carb thus making the idle mixture richer.

I rode 5 miles last night after all of the changes.
I just pulled the plug, what does it look like?

Pulled bystarter and held wires on battery for 15 seconds, no movement.
attached bystarter wires to their original locations and turned ignition
on. Waited 30 seconds, again, no visual movement.
Pulled throttle slider out and removed metering rod.
Clip is on the next to leanest position.
