Spree. De-restriction help?

I have a new Spree which only hits 25mph. I'm having trouble finding clear instructions on how to de-restrict, or make it go a little faster for safe city driving. Any help would be much appreciated.

Is it an Iowa spree, what year is it? Have you done all of the maintenance items on it yet? So new spark plug gapped to .025", new airfilter , air box lid checked for gasket, air box lid snugged down correctly, air hose checked, air hose clamp checked. Carb snugged up and cleaned, belt width checked and replaced if out of spec. Just a worn belt will rob a bunch of top speed.
