Clutch pads and springs

My 1984 honda spree used to start off real slow and after i got up to speed i was fine until i stopped and had to start again, Now it wont go at all. Like it has no power/grip. Has new carb and drive belt. Do you think my clutch pads and spring could be bad?? help

Does it rev up without moving, or is it bogging out in the bottom end? Of your clutch was slipping with a worn out belt, it will slip worse with a new belt. Sometimes all the clutch needs is a little touch up with some sandpaper and brake clean to keep it from chattering or slipping. But if all the friction ,material is worn off it will need replacing.
