The brake switches are located on the left/right control casting as shown in the diagram below.
I am not sure of the term 'cut brake' you are asking about, but will take a guess:
The requirement that a brake lever be pulled for the electric starter to work, is via the same switches which turn on the brake light. Until a brake lever is pulled, no power is available to the 'high side' of the starter relay coil.
