Your statement includes the qualifier "If both are tuned right...". With that assumption, and discounting the improved scavenging efficiency of the stuffer Malossi, the larger displacement will make more power and therefore be faster.
However without the decades of experience in managing port timing and exhaust tuning, it may prove difficult to achieve "right" tuning with a ministroker. Therefore in practice the Malossi, as a Bolt-On replacement, usually wins. My own 90cc Flash 3 proved to be very difficult to make both reliable and fast.

Tune to your hearts desire but in the end a mini stroker cant hit the high rpms reliably and continually like a balanced MHR crank can. A good majority of the mini stroker cranks are full circle stuffer style like the malossi now a days. Ive seen the minis hit 12k but how many times and for how long. Also strokers, mini or full fledged, are chaotic on crank bearings. If youre looking for an engine you wont ride all the time, go for the mini stroker. If you want a bike you can take out on the serious roads and spin at 11k+ all day, then go for the Malossi. This is only my opinion.
I know theres a lot of guys on here with mini stroker builds and they seem to be doing pretty good with them so if you do go that route look into their builds for guidance.
For me its a killer if theres so many potential breaking points. I do love the malossi cranks.

If you like a constant torque power band then you will like a mini stroker, i don't like mine but i just found some 6:8:1 gears that should give me more top end.

Is everyone saying the ruima cranks is not very good? should I get a another crank? like malossi? for better longevity and reliability.

Ruima is a fine crank, good quality metal and always nicely put together. As long as its not a no name brand made in china, I do how ever admire and promote the Malossi more, but not everyone wants to spend 300$ on a crank for a scooter thats 15-20 years old.
