High Idle sputtering with backfire then engine quits

I've got a briggs and straton in line filter. I am planning on installing a screen between the petcock valve (which is stuck open) and the fuel tank. The spree idles well at normal operating temprature. I know I need to rebuild or replace the missing parts on the bystarter. Thanks for the feedback, I was unaware of the debris after the cleaning of the fuel tank.
