86 Spree Idle Problem??

86 Spree Idle Problem??
my friend just bought a 86 spree about a week ago.. the guy stated "the vacuum line of the carb wants to suck too much air so i restricted the airflow by putting paper toweling on top of the air filter." he also said "New items include: fuel filter, air filter, gas line, and carb clean." it sat for about 2 days and now it wont start up with the electric start.. u kick start it giving it gas right away and it catches but shortly after just putts out.. b4 it would start with just a little gas right away and then at stop lights u'd just have to keep giving it gas.. anyone have any ideas on how to fix this? thanks!!
