Honda gyro petcock

Can any one explain the fuel lines on a 85 gyro. You have the petcock on the bottom of the tank with a fuel line attached. Then theres a fuel line out of the bottom of the tank that bypasses the petcock. Im confused.

Two hoses.
One from the petcock that delivers fuel to the carburetor.
One from a nipple on the bottom of the tank that vents air into the tank.
