PMs are just sitting in my outbox, never moving over to sent. What am I doing wrong?

Sounds like you are doing it right.
After typing the message, click on "Submit" at the bottom of the message field..you're done.
The message will sit in your out box until the recipient checks his mail and clicks on your pm.
