sputttttering at high rpm

Hey everyone,
I have a 86' spree.I just did a minor tuneup on it. Sparkplug,airfilter,new final reduction oil.etc and now when i start it up after it has been sitting for awhile, its harder to start for one thing and when i drive it and the engine almost tops out it spuuuttters then clears up then spuuuttters and so on.The sparkplug i put in was a ngk bpr8hsa gapped at .06 brand new air filter from honda "lightly oiled" 10w40 for the final reduction. I've also added 1 0z of sea foam to the gas tank.any suggestions? :?

try to check the plug first to see the color. I usually smell the plug too to see how it is running. Sweet or burnt but i use klotz.

the spark plug has a thin layer of black carbon i suppose.its black.what is klotz

A thin layer of black can be a little rich. Klotz is a brand of 2-stroke oil
