Spree loseing power up hills, 40 m.p.h downhill hills

I've recently replaced the battery, sparkplug and air filter on my 1985 Honda Spree NQ-50. It was running fine and one morning it just stopped going up hills. It creeps as slow as you can go without just falling over. It picks up nice on straightaways, gets up to 25-30, and then up to about 40 downhill. I've turned the idle screws giving it a little less gas and a then a little more, both with no effect. I have only opened up the carburator enough to look inside for build-up(it ran for weeks after doing this). The other day I sprayed WD-40 on the engine and spray washed off some of the built-up crud. I also cleaned out the air filter box before I installed the new filter. I bought it with 300 miles and it currently has 1800. It seemed to run like a champ until I replaced the air filter and cleaned off the engine. The work I've mentioned is the only work that has been done to this Spree. Thanx in advance for any help that you may be able to supply.

Make sure the air filter box cover is properly tightened.

Wouldn't that effect the bike all the time not just on hills?

Any chance you got WD40 on the clutch pads? That would ruin them.

I suppose it's possible. Would the bike run normally at all other times? I'm thinking that the float might be getting stuck when the bike is over a certain degree angle. Is this possible? Also, does water settle or float in gasoline?
