check the bystarter is getting power? This might sound silly but unhook every electrical connector you can find on it grease them with vaseline and put it back together Fixes 90% of all electrical problems.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

Check the ramp guides on the front pulley which nobody does! also pull off the final drive pulley "rear pulley" take off the center spring and pull it apart, if it binds its shot meaning the belt will also bind, if you have a minarelli engine you can take off the trans cover and watch the belt ride both pulleys, they did make clear plastic trans cover for those engines but i don't see them anymore. now thats cool
