What does this wire do?

The green ground wire on the right. It's frayed and i thought it might be the thing causing my scooter to not function properly. It has a slight nic in it but i couldn't tell if any metal was touching it but i have some sort of electrical grounding problem. The 86 or 87 elite 50 is really sporadic with it's acceleration and lunges when it's running right but bogs down for no reason. Mechanically it's sound but somewhere i've got an electrical grounding causing a short. Whats the little box it's running into? Could any of these things causing problems with the scooter running right?

O! also when i was riding it the other day it seemed to run a lot smoother when i had the rear brake slightly engaged. So i'm thinking the short has to be somewhere near the brake handle but i could just be imagining things.

Here is a quick video of what it does when not moving.

It can go around 25mph with some trouble but it runs well enough at that speed to keep going.

Thats the resistor it keeps your lights from being overpowered at high RPMs. It wouldn't cause any problems although you can try unhooking it but be sure to unhook the headlight while you are at it. You are running with a battery correct? Dead or alive there should be one in there for safety of the brake lighs and turn signals.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

Yeah. i have a battery and at one point it was fully charged and the headlights still flickered when i reved it. Like they get brighter when it's working right and when it bogs down you can see them go dim.
