The idle screw determines the rpms of the engine at idle. The air screw controls the amont of air being allowed into the engine through the carb. These are important settings. Too much air and the engine will run too hot causing a white burnt looking sparkplug. Too little air will result in a wet looking plug because too much gas is being allowed to burn in the engine.
You really should not have to mess with that throttle needle valve setting. It is set from the factory for its best performance. Just adjusting the idle and air screws should take care of most carb performance if you know the carb is clean and jets are not blocked.
