Port the intake, port the jug, milled head, pulley mod, SB50 intake, reeds and carb, bigger airfilter (PITA to tune), engine swap, the list goes on.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

This part of this site is awesome...
Its called the 'Advanced Tech Docs' and there is tons of little tips and tricks on how to speed up that spree. But im going to tell you right now, Spree's motors are slow. You can do a ton of things to them and get maybe 40mph out of them, but you are never going to get monster speeds...

You need access to a milling machine to do the pully and head mods. You can smooth out the intake with a dremel. This will get you in the range of 35ish with decent take off, porting the jug is somewhat difficult and requires a lot of skills, knowledge, and a steady hand but should give 40 with good take off.

well 40mph is about the max you can get out of these little things.
Like i said just look around the Advanced Tech Docs part of this site. At first glance it might look useless but if you get to reading there is a ton of helpful little tricks to add a few mph.
With a spree all the mods add take off or 2-3 mph top speed. the trans mod adds about 5mph. I dont own a spree so im not 100% sure what add what and how much.

Also, Welcome to the site :D

Opening up and (sometimes) repositioning the intake and exhaust port of the cylinder.
