Ok, here is what I've done to this project to try and eliviate this symptom:
1. throughly cleaned the carb......TWICE (have done this many times so I am sure it is clean.
2. replaced the main jet with a brand new from honda #65
3. bought a brand new Honda filter element
4. inspected the reeds---all nice and tight and replaced manifold with new gaskets
5. have tried the needle settings in all three slots. seems to perform about the same at all settings
6. cleaned the filter box and made sure of no restrictions
7. tested bystarter and it is within resistance tolerance
This thing idles fine and with the tube from the air cleaner removed it runs right up to 27-8 MPH with no problem and seems to purrrrrrr. Attach the tube when there is a filter element in the box and it still idles fine but is doggy and will go about 20 and then starts to miss a little. Got me baffled on this one. About the only thing I can think of is the bystarter is not retracting and it is always running rich from the choke. I don't have much experience with the bystarter and I tested as stated in the book and in the tech area. I gotta say, when I hooked it up to a battery I couldn't tell if it moved or not. The resistance was fine.
