Why?
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

it isn't legal, but as long as he's not a POS thief or buying stolen goods, i know the pain.

the county makes these sort of things (lost titles) a pain in the *.. id imagine that the legislation is a response to some scam that's gone down to cheat people out.... @#$$ing dishonest bastards...

dude you CAN swap the VIN tag, but not the other stamped one, just bite the bullet and get friendly with the tax asessor/whoever...persistence will pay off in the end...

Just contact the guy who sold it to ya,
A: Honest mistake, he got some paperwork mixed up.
B: * sold ya a hot bike.
If A you get the correct papers, no problems, if B call cops and get your money back so ya can buy something legal.
