no voltage to choke terminals

On my '85 spree there shows to be no voltage at the terminals from the wiring harness.

Makes no difference whether the scooter is running or not.

Check for continuity from one end of the wires to the others. I bet you have a broken wire or loose connector.

Make sure your meter is on AC not DC. The voltage going to the bystarter comes directly from the magneto which is AC. When the voltage gos to the regulator it get rectified to DC.
