How pickey is an SA50 S motor? Will it run without? UPDATE
I just bought a 95 sa50 s elite and the foam was clogged and dry rottted so I tossed it. I ordered one but have not recieved it yet. The scooter will start easy but will not take any throttle... Will not having the foam and air cleaner cover off effect the throttle that much? Figured I would ask before digging any deeper. As soon as I touch the throttle it dies, but restarts very easy.

I guess I better make it a bit more clear... I'm not riding it, It is on my lift and starting it for the first time. I'm just wondering if not having the foam and cover on it is causing it to take zero throttle. I do not have a filter for it, To risky to use the old one. I ordered a new filter, but it will take a week to get. I'm just in the "inspection stage" I'm just trying to figure if this is why I cant give it any gas, or if I have another problem.
I work on street and drag bikes 1300 +cc up to 480 hp
I'm just lost knowing how these little react to small changes

Ok I have a new filter in it, air box back together, Scooter run's at a tap of the key, and will idle smooth and quiet. Still still not take ANY throttle. As soon as you touch it it will die.
Before I take the carb apart, Is there anything common on the scooters That will cause this problem? The gas is fresh and 1 oz of seafoam. I have started it and let it run a few times yesterday to make sure the fresh gas and cleaner gets in the carb.
Plug looks to be in good condition, Dark but clean But going to pick a new one up today.
I also did a compression test, motor warm and throttle wide open. 120 lbs
I believe it is on the lower but should be fine for it to run good.
My next step is to clean the carb, but would like to test other possible problems first.
Any suggestions?
Thnaks

Nor really, just pull it off,
take out the 3 adjustment screws dont forget which one goes where)
drop the bowl,
remove the float and needle
and unscrew the main jet,
its fully disassembled at this point, spray carb clean in every hole you can find, wait a minute, and blow it out with compressed air, do this till you run out of carb clean.

I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.
update Before taking the carb apart I tried to test the auto bystarter. I get no power to the connection from the harness to bystarter running or not. Should I get power there? When I plugged it back in and started it it, idled a little high for a minute during that time the throttle response was crisp! then it idled down it again would not take any throttle.
Any thoughts.

It has power, resistance at the by starter was 4 pulled it out, needle looked good, moved easy. Started it with the hole covered and let it run and the plunger/needle expanded out By starter seems to be ok. Put it back together after it cooled down and restarted it, Idle a little high and slowly droped to normal idle after 30 second or so, Once the idle dropped Give it gas and it still will stall. Now when I first start it, throttle is crisp. Seems like the bystarter gets warmed up and the needle drops in the seat is when I have the problem.
