is this a good combination of parts for an elite

im getting a 9:1 gear ratio, a low cc pipe, a bigger spring between the clutch and pully, and a 80 jet for the carb all for a 1994 honda elite. please let me know what you think and how fast it will go if it goes 28 know. let me know what i should change.

i have heard of one guy saying he hit 45mph on that type of set up.
Maybe more like 40mph on avg. But you never know.
