I'm about to put the clutch / drive belt cover back on my Spree. Should I use threadlocker on the bolts?

for the cover? no. it isnt needed. it wont hurt anything though.

No. Torque them to spec. If you use threadlocker, use purple, which is the right strength for that size bolt. Even blue might be too strong.
