Rear brake stuck. Cable?

I just bought an 86 Elite 80 and was working on it today. One of the problems is an inoperable rear brake, the pulley on the actual brake itself works fine and the lever works fine too but the cable seems stuck. Am I correct or is the cable really not supposed to move through its housing?

Cable bad, replace for safety, keep the new one lubed with wd40, keeps the water out.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

Sand off the rust on the brake cam, all my cables are original from 85 & up same goes for my speedo cables, its an old school thing :lol:

Should it have a spring and is it missing it? I just fixed my elite 50 rear brake not working cause it was missing the spring.
