25 mph max 94 elite SA-50P ...normal?!?

25 mph max 94 elite SA-50P ...normal?!?

I just bought a 94 elite S SA50P
is it normal to only get up to 25 flat stretch 27-28 mph downhill?
If so what can I do beginner/mechanically to pep it up a bit (30-40mph)

it is restricted in a few areas.

Transmission: the front pulley has a plate behind it preventing full travel inot high gear. http://www.scootertherapy.com/Eliteclutchpage.html

Exhaust:muffler has a washer welded in the header (where it bolts to engine) grind this out, drill 2 baffles from muffler like so Image to get the best flow/backpressure combination. The pipe on a P is designed to be lower performance but this still helps
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

Kenny, You are the master! I bored out the muffler, took off the clutch plate, added a little oil to the gas and now I am burying the needle. 40+ mph!!! ZOOM ZOOM ZOOM YAY!!!!! 35 mph uphill all day!!
There was some thick blue smoke exhaust after the 1st full throttle run for about a mile. I let the engine rest for a few hours and all is well. Thank you immensely!

Zip tie open your oiler, that will solve any oil issues.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

Kenny, thanks again for the advice, but i don't know what to keep open or where. Is that a necessary procedure/will it affect performance or mpg, since the blue exhaust was only momentary?
P.S. the 0-20 mph is phenomenally faster. Thanks a million!

Wont affect anything besides helping the motor live longer. Dac or somebody else with an elite can describe it better than I can.

I don't think that tying the pump open is needed on a stock bore, even with the modifications that you've made. Putting oil in the tank shouldn't be necessary either.
