I'm looking at a used '01 Elite as my first scooter....the seller says it goes 25-27 mph and he hasn't de-restricted it. I've read some posts on trying to get more speed out of this scooter and now I'm pretty confused - is it a big deal to de-restrict it? Is this something I could do myself (pretty mechanical, just don't know about motors so much) or what would it cost to have a mechanic do? I'm really really hoping to get this scoot - when I looked at it earlier in the week, it wouldn't start but the guy's supposed to call me when it starts to give me the first shot at it. Wish me luck! Awesome scooter platform.
Derestricting is easy and can be done, provided you have the tools to take vari nut off. stock un restricted speed is about 35mph

Or you can get a "highspeed pulley kit" and a set of "9:1 gears" for about $105. Doing this will put you about 50mph.
A highspeed pulley kit is a new front pulley that is bigger then the stock one, it gives you better top end without loosing any take off.
A gear set changes the gears. There is many different ratios you can get, but for a stock set up 9:1 is the best. A stock bike has 12.5:1, giving the bike great take off but a low top speed. 9:1 gives your bike a much better top speed and does not hurt your take off by much.
