need quick Trac(real moped help)

the thing fires up easy, runs great for about a mile, then all at once drops to nothing. Top speed drops from 35mph to like 22mph.
Same spot every time.

clean carb
amazing compression

any ideas?

I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

Fuel's not flowing to the carb fast enough at WOT and the bowl is emptying out.
