85 spree help, tryed a * of a lot of things

My friend's spree keeps dying. He has to keep reving the engine to keep it running and it tops out at 25. it used to go 30 before he took it in for a tune up and new tires. the idiot at the motorcycle shop said that it was probly the spark plug or the oil filter. we bought a new spark plug, installed it, cleaned the oil filter, and it keeps doing the same thing. however, now the electric start wont work and wont even turn over. kick start wont work either. Im thinking i may have to clean the fuel jets or a dead battery but im not sure. anyone have any other ideas? please help cuz class starts monday and we need to get this sucker running ASAP.

Clean the carb.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

It doesn't sound like you tried all that many things. You said all you did was replace the spark plug and cleaned the oil filter. Clean and reclean the carb as stated before. Check your air filter to make sure it is clean.
Charge your battery. Make sure you have the correct 2 stroke injector oil in there. Make sure your carb settings for the air and idle screw are good.
Make sure you have good exhaust flow . Do all this then you will have tried alot of things.
Also when you try to restart it with a fully charged battery do not hold the starter button in for more than 5 to 7 seconds at a time. If you hold the starter switch or button in and just keep cranking it will not only drain your battery but will also burn out your starter motor.
