which way does the little silver needle go - conical (black rubber) end touching the float or conical end facing away from the float?

The black needle tip is away from the float. It's the sealing surface to the fuel inlet passage from the carb.

Rubber tip goes into the carb.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.
