I just want to thank everyone for all of their help, patience and advice - I got the ped running as per your advice.
One las issue:
It idles fine but under load (actually riding or on the stand a full throttle) it quits and stalls out. It quckly starts right back up again however.
I dont have an air filter - I have to make one today and also will replace the fuel lines as they are old - but not leaking.
I think this should probably do it .
Thank you again! I will be giving the ped to my nephew as a gift and I could not have done without you.

You would be wrong. You have never seen a 2 stroke runaway have you? They run right up to whatever RPM the intake and exhaust will handle and stay there. Then pistons, rods and all sorts of parts fail. Maybe I just like to run em rich, my spree will not peak out on the stand unless you hit the brake or drop the tire in the dirt(likes to 4 stroke). Never seen an engine "runaway"(not counting the day the 8hp briggs on the splitter decided to drop a gov linkage)although I have heard of it happening when ported out 2 strokes run out of fuel.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.
The worst case I ever saw was an early 60s 40 hp 2 cylinder outboard. They even had a vacuum switch built into the ignition to kill one cylinder when they did it. The switch didn't always work and the upper rod came thru the side of the block locking up the crank and then the crank broke right under the flywheel (another design flaw). Fortunately the recoil starter contained it.
