Drive Belt Size and tension

What kind of tension should the drive belt have? The one that came on this bike I got off craigslist for a 1984 says the following on it "23100-GK8-0030 BANDO" and according to my caliper it is not near 10.5 mm wide. Is there any belt I can go get at an auto parts store today that would work?

Also the current belt is very loose, for example, I can push the top and bottom in the middle of the belt and they almost touch without much effort.

make sure that the belt is where it should be on the pulleys, if possible run the engine for a second or two to do so, if its that loose, definitely no good. you can look up parts on several websites to confirm the part numbers for your scoot...bikebandit.com should have it
