83 Aero throttle stuck wide open, please assist

So I have a 50cc honda 1983 aero/lead. Was driving around fine the other day, but I checked the throttle sleeve/jet/spring valve assembly that sits atop the carb and when i reinstalled it- The scooter wouldnt start.

So, I dropped a spot of gas in the cylinder, it started up, but instantly revved all the way up. Its seemingly stuck at wide open throttle, And I would like to believe its the cable, throttle sleeve or something but i manually pushed the throttle jet needle sleeve all the way down to where it should idle and no luck, still all the way open. I took it completely out, no change. Disconnected some vacuum lines, no change. So Im not exactly sure what it is. Ive hooked all the vacuum lines up correctly, cannot find any cracks or leaks, and have checked and re checked to the service manual the installation of the throttle valve and sleeve assembly.

Basically this is my only issue, and before, it started on the first try with the starter- everytime.

The only other issue I noticed is that before this happened I would be driving it on the road and it would never open up past 2/3 throttle. It would just sputter until I let off. Occasionally it would open up all the way.

Here is my guess:
1) The throttle cable @ the carb is not connected correctly. The slide may be installed backwards.
2) Your throttle cable is stuck @ Wide Open Throttle and not functioning properly anymore
3) Your air fuel setting on the carb is all the way out
4) Download the service manual if you have not already done so. There is a very useful troubleshooting guide in there

I have thought pretty much all of these too, hmm.

Well:
1) It appears to be connected correctly, as pictured in the service manual. slides in easily on the groove with spring around the throttle cable
2) Possibly, but it retracts and returns the same as it always has, no kinks, apparent snags, or shortened operation
3) Yes they are, or they were, they have been all the way in, the correct number of turns out, and all the way out, with previously- no change in idle or operation
4) And to my dismay, I have poured over the throttle valve assembly and installation instructions per the documentation of the service manual already.

...hmm.

Ill go check the screws and adjust them all the way in or so, see if that changes

If running correctly before, sudden misbehavior unresponsive to idle mixture adjustment may indicate an air leak. Look for cracked vac line or damaged reed case gasket. Fiddling with the carb for later.

Hello,

Just had this same problem on my 84 aero nb50m! The throttle cable
was not allowing the needle and piston to seat all the way down. I had
to shorten the housing by about a 1/4 inch and carefully remove the
metal casings around the cable itself. Let it idle and set your air and idle
screws.

They don't make these cables anymore. But all seems to work fine
now.

To get your scoot going try and removing the throttle cable and let the
needle and piston freefall to the bottom of the carb. This worked for me
but I caution you to duct tape the cable to the rubber protective cover
on top of the carb or you'll be presented with another wide open throttle
position and the cable will hang up on top of the carb housing that screws
to the top of the carb.

Runs like a champ....

ps some guy has an expensive used 83-84 aero throttle cable on e-bay
right now.

Throttle cables might be the same as a Spree or newer Elite 50 cable, as long as it is a 1-wire cable on your Aero 50

Local Honda dealer says that the 84 honda aero throttle cable is its own
entiity...........I'll check on your option though.
